Notice is hereby given that a public hearing will be held by and before the County Commissioners of Huerfano County, Colorado (the “County”) on the proposed approval of the Rio Cucharas Revitalization Plan, (the “Plan”) during a regular meeting on May 26, 2026 at 10AM in the Commissioners Meeting Room, Huerfano County Courthouse, 401 Main Street, Suite 309, Walsenburg, Colorado 81089. The area in the Plan is described as follows.

A parcel of land in the SW¼ of the NW¼ and the NW¼ of the SW¼ of Section 23, Township 28 South, Range 67 West of the 6th P.M., in Huerfano County, Colorado, and being more particularly described as follows: Considering the West line of the said SW1/4 of Section 23 to bear N 00°01’50” W and all bearings contained herein being relative thereto.

Beginning at the Southwest comer of the said NW1/4 of the SW1/4 of Section 23; thence N 00°01’50” W, along the said West line of the SW1/4, a distance of 1003.9,9 feet; thence S 79°33’47” E, a distance of 209.00 feet; thence N 10°26’13” E, a distance of 149.00 feet; thence N 79°33’47” W, a distance of 236.54 feet to the said West line of the SW1/4; thence N 00°01’50” W, along said West line, a distance of 147.70 feet to the W1/4 comer of said Section 23; thence N 26°06’08” E, a distance of 733.02 feet (N 26°10’16” E, 732.35 feet, deed); thence s 70°26’47” E, a distance of 675.21 feet (S 70°24’36” E, 676.41 feet, deed) to the Westerly right of way line of Taylor Boulevard, as platted in Spanish Peaks Village Tract No. 2, according to the recorded plat thereof, filed for record May 22, 1968, in the Huerfano County records; thence Southerly, along said West right of way line, the following two (2) courses:

  1. S 18°59’45” W, a distance of 187.29 feet (S 19°00’38” W, 184.95 feet, deed);
  2. along the arc of a curve to the left whose center bears S 71 °02’08” E and whose radius is 419.30 feet, a distance of 489.14 feet (486.26 feet, plat) to the Northerly right of way line of U.S. Highway No. 160, as presently located; Thence Southwesterly, along said Northerly right of way line, the following two (2) courses:
    1. S 44°14’03” W, a distance of 121.00 feet (S 44°13’14” W, 122.08 feet, deed);
    2. S 41 °39’05” W, a distance of 1371.26 feet (S 41 °41’14” W, 1371.28 feet, deed) to the South line of the said NW1/4 of the SWl14; Thence N 89°25’30” W, a distance of 16.68 feet (N 89°25’36” W, a distance of 16.66 feet, deed) to the Point of Beginning; and

A tract of land located in the NW1/4 of the SW1/4 of Section 23, Township 28 South, Range 67 West of the Sixth Principal Meridian, County of Huerfano, State of Colorado, being more particularly described as follows: Commencing at the W1/4 comer of said Section 23; thence S 00°01’50” E along the West line of the NW1/4 of the SW1/4 of said Section 23, a distance of 147.70 feet to the point of beginning. Thence continuing S 00°01’50” E along the West line of the NW1/4 of the SW1/4 of said Section 23 a distance of 151.52 feet; thence departing said West line S 79°33’47” E a distance of 209.0 feet; thence N 10°26’13” E a distance of 149.0 feet; thence N 79°33’47” W a distance of 236.5 feet, more or less, to the point of beginning.

The purpose of the hearing is to consider (1) if the area included in the proposed Plan qualifies as a county revitalization area Section 30-31-101, et seq., C.R.S., (2) if the County Commissioners should approve the Plan. The general scope of the proposed Plan includes undertakings of the Huerfano County Revitalization Authority, the County, and private enterprise for the development and redevelopment of the Plan area. The proposed Plan is posted on the Huerfano County website below and on file with and may be inspected at the Land Use and Building office in the Huerfano County Courthouse, 401 Main Street, Suite 304, Walsenburg CO 81089.  Any person or organization desiring to be heard will be afforded an opportunity to be heard at such hearing.
